Study should identify inefficient funds that should be terminated with their moneys transferred to the general fund or applied toward reducing the State's unfunded liabilities.

Office of the Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2014.
