Requests the Director of Health to adopt rules authorizing administrative reviews of actions by Department of Health agents or inspectors that adversely affect licenses or certifications.

Specifies that administrative reviews apply to actions based on grounds that are appropriate subjects for investigation under section 96-8, Hawaii Revised Statutes.

Requests the Director of Health to impose appropriate sanctions permitted by law for inappropriate actions by Department agents or inspectors.

Directs that a certified copy of the resolution be transmitted to the Director of Health.
