Requests the Legislative Reference Bureau to conduct an impact research study on how the weighted student formula affects funding allocations to small public schools in Hawaii.

Directs the study to examine whether small public schools' budgetary needs are adequately met under the current weighted student formula system.

Directs the study to evaluate whether small public schools would benefit from a different allocation methodology.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.

Transmits certified copies to the Director of the Legislative Reference Bureau, Superintendent of Education, and Board of Education Chairperson.
