Requests the Legislative Reference Bureau to conduct an impact research study on the feasibility of abolishing complex areas and complex area superintendent positions from Hawaii's public school system.

Study must evaluate whether abolishment would reduce operating costs and improve communication between the Superintendent of Education and public school teachers.

Complex area superintendents currently serve as chief administrative officers overseeing personnel, fiscal, facilities support, regulatory compliance, curriculum development, and special education programs within their designated areas.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.

Directs transmission of certified copies to the Director of the Legislative Reference Bureau, Superintendent of Education, and Board of Education Chairperson.
