Request Honolulu Authority for Rapid Transportation conduct a feasibility study on constructing a rapid transit line from East Kapolei to Makaha, either aboveground or underground.

Study must include analysis of current traffic conditions on Hawaii Route 93, cost-benefit analysis, environmental impact assessment, and public opinion evaluation for proposed transit stations in Makaha, Waianae, Maili, Nanakuli, and East Kapolei.

Study must examine impact of underground rail construction on Hawaiian cultural sites and burial sites along the Leeward Coast.

Honolulu Authority for Rapid Transportation must submit preliminary findings and recommendations by July 1, 2014, and detailed findings and recommendations by July 1, 2015.

Study must also review current traffic proposals including access road construction, bus route expansion, and Hawaii Route 93 widening.
