Urges the State of Hawaii, City and County of Honolulu, and Castle & Cooke Homes Hawaii, Inc. to enter into a land exchange agreement involving parcels in West Oahu.

Castle & Cooke is preparing a community master plan to develop 3,500 homes on 576 acres and requires infrastructure including potable water systems, wastewater systems, and drainage systems.

The State may waive certain fees to offset differences in land values, while the City and County of Honolulu may provide infrastructure financing and waivers related to zoning and permitting processes.

The exchange is intended to support housing development in West Oahu along the Honolulu Rail Transit corridor as the state population is projected to reach 1,657,500 by 2035.

Directs certified copies be transmitted to state and county officials including the Director of Business, Economic Development, and Tourism, Mayor of Honolulu, and the President of Castle & Cooke Homes Hawaii, Inc.
