Requests the Director of Health to reconvene the Clean and Sober Homes and Halfway Houses Task Force, which was originally convened in 2012 in response to the Justice Reinvestment Initiative.

Requires the reconvened task force to include representatives from the Senate, House of Representatives, Judiciary, Attorney General, Department of Health, Department of Human Services, Department of Public Safety, Hawaii Paroling Authority, county planning departments, homeless advocates, and clean and sober homes and halfway house providers.

Directs the task force to address seven outstanding issues including clarifying definitions of "registration" and "monitoring," determining appropriate statutory sections for inserting agreed-upon definitions, and clarifying the voluntary registry function.

Requires the task force to determine which department should receive and follow up on complaints, draft a budget for voluntary registry operations, and assess the financial impact on residents with limited resources.

Mandates the task force submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2014.
