H.C.R. NO. 203 - Task Force on Child Support Responsibility

• Requests the Chief Justice of the Supreme Court convene a task force to examine issues where obligor parents (those paying child support) may face financial harm when custodial parents improperly assign financial responsibilities without notice, consent, or authorization under the child support order.

• Task force must identify specific problems, assess prevalence, and quantify social and financial consequences of improper financial assignment in child support cases.

• Task force must develop solutions including recommendations to ensure child support orders are reasonable, encourage custodial parents to seek legal modification rather than self-help remedies, increase enforcement penalties, expand non-litigious dispute resolution processes, and improve creditor verification procedures.

• Task force membership to include representatives from family court, Child Support Enforcement Agency, Hawaii State Bar Association's Family Law Section, Department of Commerce and Consumer Affairs, and others deemed appropriate by the Chief Justice.

• Task force must report findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2014 Regular Session convenes.
