Requests the Director of Business, Economic Development, and Tourism to establish a working group to study ways to reduce transport time and cost of shipping goods from Molokai, Lanai, and Hana, Maui to Oahu.

Working group must consider statutory and regulatory amendments, alternative transportation modes, tax reductions or incentives, and other relevant issues to improve shipping efficiency.

Working group membership includes the Directors of Transportation and Taxation, Chairperson of the Board of Agriculture, a Maui County official, airline industry representative, and representatives from Molokai, Lanai, and Hana communities.

Department of Business, Economic Development, and Tourism must provide administrative and technical support to the working group.

Working group must submit findings and recommendations to the Legislature no later than twenty days before the 2014 Regular Session and ceases to exist on June 30, 2014.
