Requests the Public Utilities Commission to submit a report to the Legislature no later than 20 days prior to the 2014 Regular Session convening examining potential adoption of a clean energy standard based on lifecycle greenhouse gas emissions.

Directs the report to examine providing renewable energy preferences to resources that reduce or eliminate fossil fuel use in generation and result in reduced transmission volatility.

Directs the report to examine developing a clean energy standard that provides renewable energy credits to producers based on lifecycle greenhouse gas emissions.

Directs the report to examine implementing a clean energy standard to replace the current renewable portfolio standard.

Notes that a lifecycle greenhouse gas emissions-weighted clean energy standard is estimated to be up to 90 percent more cost effective than the current renewable portfolio standard in achieving clean energy goals.
