Requests the Office of the Auditor to conduct a management and financial audit of the Glass Advance Deposit Fee Special Account in the Environmental Management Fund for fiscal year 2012-2013.

Audit is intended to determine whether a proposed increase in the glass advance deposit fee (from 1.5 cents to 3-6 cents per container depending on size) is justified and necessary.

Cites concerns from a previous audit of the Deposit Beverage Container Fund that found susceptibility to fraud, potential inefficiency, and unreliable redemption reporting rates that could overstate program costs.

Requires the Office of the Auditor to report findings and recommendations to the Legislature no later than 20 days before the 2014 Regular Session convening.

Directs transmission of certified copies to the Auditor, Department of Health, and environmental management departments of all four counties.
