Requests the Department of Accounting and General Services to establish a task force to study and recommend creation of a state-operated crowdfunding program for capital improvement projects.

Task force to consider creation of a crowdfunding website allowing public members to directly donate funds toward state capital improvement projects.

Task force to examine project eligibility criteria, participant registration methods, bidding and pledge mechanisms, administrative cost funding, compliance with federal securities laws, and progress monitoring systems.

Task force membership to include the Comptroller, Director of Finance, Director of Business Economic Development and Tourism, Attorney General, legislative representatives, and the Chief Information Officer.

Department to submit task force recommendations and proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session, with the task force to dissolve on June 30, 2014.
