Requests the Department of Education establish a task force to study and make recommendations on enhancing safety in all Hawaii schools.

Task force to examine effectiveness of current safety measures (lockdowns, emergency drills), funding needs for law enforcement professional development, and feasibility of installing interior locking mechanisms on classroom doors.

Task force to evaluate whether classroom door locking policies should be determined by school administrators or the Superintendent, and whether existing safety committee duties should be codified in state law.

Task force membership to include the Superintendent of Education, Attorney General, Director of Finance, legislative committee chairs, representatives from all county police and fire departments, and representatives from public, charter, and private schools.

Department of Education required to submit task force recommendations and proposed legislation to the Legislature no later than 20 days before the 2014 Regular Session; task force to dissolve June 30, 2014.
