Department of Health directed to convene a task force by December 31, 2015 to establish a statewide stroke system of care including a statewide stroke database and registry.

Task force membership includes the Director of Health, Emergency Medical Services Directors from each county, Neurotrauma Advisory Board representative, American Heart Association/American Stroke Association representative, one House member, one Senate member, and three healthcare industry representatives.

Task force requested to examine barriers to stroke care, review national best practices, update Hawaii's stroke prevention plan with focus on Neighbor Island needs, and establish uniform pre-hospital protocols for stroke assessment.

Task force must propose legislation supporting stroke care continuum and implement standardized stroke performance measurements consistent with national guidelines such as American Heart Association's "Get With The Guidelines – Stroke."

Initial report due to Legislature by December 31, 2013, with final report due no later than 20 days prior to the 2015 Regular Session convening.
