Urges state agencies to collaborate when developing policies that impact environmental factors contributing to poor health and inequities.

Requests the Department of Health establish a Healthy Community Design Task Force to develop legislative recommendations prioritizing health in land use planning and transportation decisions, including bicycle and pedestrian facilities on statewide streets and roads.

Task force directed to identify funding/regulatory agencies influencing transportation and land use, create health and obesity outcome metrics, develop an action plan addressing necessary law and policy changes, and identify synergistic initiatives including aging in place, fuel dependence reduction, and climate change mitigation.

Task force composition includes one Governor's staff member, one each appointed by Governor from Senate and House lists, directors of Health/Transportation/Land and Natural Resources, Superintendent of Education, county representatives from parks, public works, planning and transportation departments, University of Hawaii representative, Oahu Metropolitan Planning Organization representative, Federal Highway Administration representative, and three members with backgrounds in active transportation, land use planning, public health, and related areas.

Task force required to submit findings and legislative recommendations to the Legislature no later than twenty days before the 2015 regular session; task force dissolves on June 30, 2015; members serve without compensation or expense reimbursement.
