H.C.R. NO. 223 Summary

• Request for the Department of Business, Economic Development, and Tourism to convene a gambling task force to analyze social and financial costs and benefits of various gambling forms including lottery, casinos, slots, table games, horse and dog racing, sports betting, bingo, and internet gaming.

• Task force to assess financial viability of authorized gambling forms in Hawaii and determine the percentage breakdown of each wagered dollar allocated to administration, prizes, retailers, and state revenues.

• Task force membership to include representatives from Department of Health, Department of Business Economic Development and Tourism, Department of Commerce and Consumer Affairs, Department of Budget and Finance, a nonprofit economic development organization, three individuals selected by Senate President, and three selected by Speaker of the House.

• Department of Business, Economic Development, and Tourism to provide administrative support and report findings and recommendations to the Governor and Legislature no later than October 1, 2013.

• Task force to be dissolved on June 30, 2014.
