Requests the Department of Accounting and General Services to develop a plan to repair and maintain the reflecting pools surrounding the State Capitol building.

Directs the State Historic Preservation Division of the Department of Land and Natural Resources to cooperate in developing the repair plan.

Waterproof membrane under the reflecting pools has not been replaced since the State Capitol building opened on March 16, 1969, and repairs are needed to prevent water leakage into the underlying chamber level.

Requires both departments to seek necessary approvals from the City and County of Honolulu's Department of Planning and Permitting, the National Register of Historic Places, and other appropriate agencies before implementation.

Mandates that both departments submit progress reports to the Legislature no later than twenty days before each regular legislative session until repair work is complete.
