Department of Education, in cooperation with the State Office of Elections, is requested to create and implement a Voter Pre-Registration and Education Program for public high school students in Hawaii.

Program should include information on and assistance with the pre-registration process, information and education on the voting process, and any other components the Department deems necessary.

Department is requested to consult with the County Clerk of Hawaii in creating the program and should not duplicate efforts if the County of Hawaii already operates a Young Voter Registration Program.

Department of Education must submit reports to the Legislature no later than twenty days prior to the Regular Sessions of 2014 and 2015 detailing the creation and implementation of the program.

Resolution cites studies showing that voter pre-registration and education programs for minors have positive long-term effects on voting propensities and that Hawaii has traditionally had the lowest voter turnout in the nation.
