Requests the Department of Land and Natural Resources to establish a task force to study and make recommendations on reusing R-1 recycled water for agricultural purposes in Central Oahu.

Task force must examine feasibility of increasing R-1 water availability, methods for pumping and transporting water while maintaining R-1 designation, and appropriate locations for distribution to Central Oahu.

Task force directed to evaluate a pilot program using recycled water from the U.S. Army Schofield Barracks Wastewater Treatment Plant for agricultural use, with potential for statewide implementation with other treatment plants.

Task force must recommend ways to increase public awareness about the safety and benefits of using R-1 water for agriculture and consider any other relevant factors.

Department must submit task force recommendations and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes; task force dissolves June 30, 2014.
