Urges the Governor to explore foreign direct investment opportunities from the Republic of Korea for deploying renewable-energy technologies, including waste-to-energy systems developed by Korean companies.

Encourages Hawaii to maintain and foster additional sister-state relationships with jurisdictions in the Republic of Korea, building on existing partnerships with Jeju Island, Seoul, and Incheon.

Encourages the Governor to promote and facilitate international trade, investment, manufacturing, and exports by Korean companies through Hawaii Free Trade Zone No. 9 and other state assets.

Recognizes Hawaii's high electricity costs, dependence on imported fossil fuels, landfill capacity constraints, and the need for renewable energy solutions to create jobs and support economic growth.

Directs transmission of certified copies to the Governor and the Director of Business, Economic Development, and Tourism.
