Requests the Superintendent of Education to convene a task force to address school bullying in Hawaii public schools.

Task force membership to include the Attorney General, one House member, one Senate member, a licensed attorney, two teachers, two parents, and other interested persons appointed by the Superintendent.

Superintendent of Education designated as chair of the task force.

Requires task force to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session, with draft materials due to Legislative Reference Bureau by November 1, 2013.

Notes that children with disabilities are two to three times more likely to be bullying victims than nondisabled peers, and emphasizes safe school environments are necessary for student learning and academic achievement.
