Requests the Department of Accounting and General Services to illuminate the state capitol building in blue during a portion of the 2013 Regular Legislative Session as part of the Hawaii Prostate Cancer Coalition's "Light the State Capitol Blue" initiative.

Seeks permission from the Comptroller to display a banner on state capitol grounds during September 2013 encouraging men to consult with physicians about prostate cancer screening.

Notes that prostate cancer is the second leading cause of male cancer-related death in the United States, with an estimated 800 diagnoses and 110 deaths projected in Hawaii during 2013.

References the President's 2012 proclamation of September as National Prostate Cancer Awareness Month and the Governor's similar designation for Hawaii.

Acknowledges that the Honolulu City Council adopted a similar resolution in 2012 to light Honolulu Hale blue, and the state capitol building will follow that example.
