Authorizes the Board of Land and Natural Resources to issue a perpetual, nonexclusive easement covering state submerged lands in Kapahulu, Honolulu, Oahu (tax map key (1) 3-1-038: seaward of 042).

Easement permits use, maintenance, and repair of an existing seawall and steps on the submerged lands.

Allows maintenance and repair of existing improvements constructed on the easement area.

Issued pursuant to section 171-53, Hawaii Revised Statutes.

Committees on Ocean, Marine Resources, & Hawaiian Affairs and Water & Land recommend adoption; Department of Land and Natural Resources and individual testifiers provided support.
