Recognizes Hawaiian Nationals as an authentic population lawfully residing in the Hawaiian Islands and as the heirs and body politic of the Hawaiian Kingdom, described as a nation in continuity.

Acknowledges that the Hawaiian Kingdom's sovereignty was never relinquished and was violated beginning in 1893 when the United States colluded with insurgents to usurp the Hawaiian Kingdom government.

States that Hawaiian Nationals, whose nationality is conferred by natural birth, customary law, birth within Hawaiian Islands, or naturalization, are citizens of the Hawaiian Kingdom and not U.S. citizens or "residents" of the State of Hawaii.

Commits the State to uphold nationality-based non-discrimination laws and directs courts and law enforcement agencies to cease nationality-based harassment and prosecution of Hawaiian Nationals.

Affirms that Hawaiian Nationals have the right to organize and restore their national government and directs transmission of copies to the Governor, Attorney General, Chief Justice, and county law enforcement officials.
