Recognizes Hawaiian Nationals as an authentic population residing lawfully in the Hawaiian Islands, distinguishing them from the federal definition of "Native Hawaiians" based on blood quantum.

Affirms that Hawaiian Nationals claim citizenship in the Hawaiian Kingdom based on natural birth, descent from Hawaiian Nationals, birth within Hawaiian Islands boundaries, or formal naturalization under Hawaiian Kingdom laws.

States that Hawaiian Nationals are citizens of the Hawaiian Kingdom residing in their own country and are not U.S. citizens or residents of the State of Hawaii, citing Hawaiian Kingdom sovereignty and international law prohibitions against coercive nationality assignment.

Acknowledges that the Hawaiian Kingdom's sovereignty was never relinquished or extinguished and remains "in continuity" under international law.

Recognizes Hawaiian Nationals' right to organize and restore their national government and directs transmission of the resolution to the Governor, Attorney General, Chief Justice, county police chiefs, and prosecuting attorneys.
