Requests the Comptroller to establish a task force to study Hawaii's state procurement code (Chapter 103D) and identify amendments to improve economy, efficiency, effectiveness, and impartiality in public works construction procurement.

Task force shall examine the impact of the Okada Trucking court decision on bid protests and determine cost impacts that bid protests have had on public works construction projects.

Task force composed of representatives from 11 entities including State Procurement Office, University of Hawaii, Department of Education, Department of Transportation, county procurement departments, and construction industry associations such as the General Contractors Association of Hawaii.

Task force directed to propose amendments to reduce bid protests, examine whether administrative contractor licensing rules reflect legislative intent, and eliminate construction trade disputes.

Task force must submit findings and recommendations to the Legislature no later than 20 days before the 2015 Regular Session convenes, with the task force dissolved by June 30, 2015.
