Requests Hawaii's congressional delegation, particularly Senator Mazie Hirono and Representative Colleen Hanabusa (Armed Services Committee members), to intervene against military unit relocations, base closures, and spending cuts.

Expresses concern that sequestration would weaken U.S. military readiness in the Pacific, harm Hawaii's civil defense capabilities and National Guard resources, and reduce strategic deterrence in response to threats like North Korea's nuclear tests.

Directs transmission of certified copies to the U.S. Senate Majority Leader, House Speaker, and Hawaii's congressional delegation.
