Requests the Hawaii Judiciary to convene a working group to examine Hawaii's enhanced sentencing laws under section 706-657 and extended sentencing laws under sections 706-661 and 706-662.

Working group should include representatives from the Attorney General, Department of Public Safety, all county prosecuting attorneys, State Public Defender, and Hawaii State Bar Association Criminal Justice and Corrections Section.

Directs the working group to determine the number of enhanced and extended sentencing cases sought and granted over the last ten years, and examine time sentenced versus time served for extended sentencing cases.

Requires the working group to review statutory criteria for extended terms of imprisonment and determine if additional clarity is needed.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session, and dissolve on June 30, 2014.
