Requests the state Auditor to assess the social and financial effects of requiring health insurers to provide coverage for medically necessary treatment of orofacial anomalies, such as cleft lip and cleft palate.

Notes that one in every five hundred children in Hawaii has orofacial disorders, with higher rates among Asian, Pacific Islander, and Filipino populations.

Establishes that orthodontic care is already covered under Hawaii Medicaid and included as an essential health benefit for pediatric oral health, but is not covered by commercial health insurance.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the convening of the 2014 Regular Session.

Directs the Insurance Commissioner to transmit copies of the resolution to all health insurers in the state and to relevant medical organizations, special needs groups, and advocacy organizations.
