• Requests the Department of Health to conduct a study examining the feasibility of prohibiting smoking on Hawaii's public beaches.

• Study must analyze harmful effects of smoking on beaches including health impacts from secondhand smoke, environmental effects, and cigarette butt littering.

• Study must review what other states have done to address smoking in outdoor areas like beaches, including any enacted legislation and outcomes of implemented bans.

• Study must examine alternative options to reduce harmful effects of smoking on Hawaii's beaches.

• Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2014 Regular Session convenes.
