Recognizes that 11 to 12 million undocumented immigrants currently reside in the United States, most of whom abide by laws, work hard, and pay taxes while facing risk of employer abuse and deportation.

Notes that the legal immigration system has significant backlogs with approximately 4 million people waiting in line, causing legal immigrants to wait decades for family reunification.

Emphasizes Hawaii's interest in immigration policy due to its identity as a cultural melting pot with diverse immigrant populations that strengthen the state's unique local culture.

Requires that any comprehensive immigration reform not abridge the rights or priority of individuals already waiting in the United States to become citizens.
