Requests the State Public Charter School Commission to establish and convene a Public Charter Schools Equitable Federal Funding Task Force to study federal funding issues and access to services for public charter schools.

Task Force must determine a funding formula or equitable process to ensure parity of federal funding for public charter schools, including conversion charter schools.

Task Force composition includes 13 members from legislative education committees, Department of Education, State Public Charter School Commission, Board of Education, Office of Hawaiian Affairs, and charter school organizations.

Task Force must consider detailed federal funding sources, allocation discrepancies between charter and non-charter schools, previous legislative studies, and national comparisons of federal funding disbursement methods.

Initial report with findings and recommendations due to Legislature no later than 20 days before the 2014 Regular Session, with final report due 20 days before the 2015 Regular Session.
