Requests the Contractors License Board to prepare a report evaluating automatic specialty licenses issued to "A" general engineering contractors and "B" general building contractors

Requires the report to identify each specialty license automatically granted to these general contractors and explain the justification for each

Requires specific evaluation of the C-5 contractor definition (Cabinet, Millwork, and Carpentry Remodeling and Repairs), including whether it is too broad and whether modifications are needed

Requests suggested amendments or modifications to the practice of issuing specialty licenses without additional examination or fees

Report must be submitted to the Legislature no later than 20 days before the 2014 Regular Session convenes, with recommendations for amendments to Hawaii Revised Statutes Chapter 444 and Hawaii Administrative Rules Chapter 77
