Requests Hawaii State Civil Defense to conduct a study on actions the state should take when people refuse to evacuate homes or businesses refuse to close in evacuation zones during natural disasters

Identifies that emergency response to major natural disasters can take up to 72 hours for personnel to reach evacuation zones for assistance or rescue operations

References the 2012 tsunami warning as an example when some residents and businesses refused to evacuate, creating traffic hazards and public safety threats

Requires Civil Defense to submit a progress report to the Legislature no later than 20 days before the 2014 Regular Session convenes

Requires Civil Defense to submit a final report with findings and recommendations to the Legislature no later than 20 days before the 2015 Regular Session convenes
