Urges the Hawaii Department of Defense and Military Affairs Council of the Chamber of Commerce to establish a working group to assess the feasibility of creating a Consolidated Military Transition, Immersion, and Education Center.

Working group must include representatives from military base commanders, Hawaii National Guard, State Legislature, Governor's Office, Office of Hawaiian Affairs, Hawaii Veterans Affairs, and other stakeholders.

Director of the Military Affairs Council of the Chamber of Commerce of Hawaii is requested to convene and chair the working group.

Center's operational plan must emphasize efficiency, cost containment, consolidation, public-private partnerships, and private sector staffing of qualified personnel.

Working group must submit a report to the Legislature no later than 20 days before the Regular Session of 2014.
