Requests the Administrator of the Division of Aquatic Resources to convene a marine game fishing task force to develop a proposed regulatory scheme for marine game fishing licensure.

Task force should include representatives from the Department of Land and Natural Resources Division of Conservation and Resources Enforcement, the nearshore fishing community, the Pacific Fisheries Coalition, and other members deemed necessary by the Chairperson.

Task force must consider establishing a regulatory framework similar to hunting regulations, annual license renewal requirements, differentiated resident and nonresident fees, fee disposition, joint hunting and fishing licensure feasibility, and issues regarding native Hawaiian traditional and customary rights.

Task force is required to conduct public meetings and receive input across all Hawaiian islands: West Hawaii, East Hawaii, Maui, Molokai, Lanai, Oahu, and Kauai.

Administrator must submit task force findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2014 Regular Session.
