Requests the Board of Education and Department of Education to evaluate and implement the Comprehensive Plan for Teaching Reading in Hawaii Schools, with coordination from the University of Hawaii and Hawaii Teacher Standards Board.

Directs evaluation of three specific implementation areas: promoting dyslexia awareness, providing professional development for educators supporting students with dyslexia and literacy challenges, and requiring at least one licensed literacy specialist per public school (or one per complex if funding/personnel constraints exist).

Requires the Department of Education to submit a written report to the Legislature no later than twenty days before the 2014 Regular Session convening, detailing efforts toward achieving the plan's recommendations.

Mandates the report include data on students identified with dyslexia, screening and assessment measures used, effectiveness of interventions through student growth metrics, direct instructional time for reading, number of licensed reading/literacy specialists by school and grade level, and any other information requested by legislative education committee chairpersons.

Requires certified copies of the resolution be transmitted to the Board of Education Chairperson, Superintendent of Education, University of Hawaii President, Hawaii Teacher Standards Board Executive Director, and Legislative Reference Bureau Director.
