Requests establishment of a Legislative Task Force on Energy Security to address impacts of Tesoro Corporation's announced shutdown of its Kapolei oil refinery in January 2013.

Task force charged with identifying barriers to refinery sale, legislative and regulatory concerns for potential buyers, potential incentives for qualified buyers, alternative green energy uses including green diesel production, and incentives for Tesoro to sell the refinery.

Task force membership includes Senate President or designee, House Speaker or designee, Director of Department of Business, Economic Development, and Tourism or designee, United Steelworkers Local 12-591 representative, Sierra Club Hawaii Chapter representative, Tesoro Corporation representative, and Hawaiian Electric Company President or designee.

Members receive no compensation but reimbursement for reasonable expenses including travel, and are exempt from Hawaii Revised Statutes Chapter 84 conflict of interest requirements solely due to task force participation.

Task force required to submit preliminary report within 45 days of convening, interim report by October 15, 2013, and final report 20 days before start of 2014 Regular Session.
