Requests the Director of Health to establish standards for transporters of ash (including fly ash and bottom ash) generated at incineration facilities for offsite recycling.

H-POWER waste-to-energy facility currently incinerates municipal solid waste, reduces landfill volume by 90 percent, and generates ash as its main waste product.

Proposed standards must include unique identification numbers for transporters, labeling practices, equipment to prevent ash discharge during transit, and remedial action requirements if discharge occurs.

Standards must also require proper manifests, reports, and recordkeeping practices for ash transport operations.

Directs the Director of Health to transmit copies of the resolution to all waste-to-energy facility operators in Hawaii.
