Requests the Chairperson of the Board of Land and Natural Resources to establish a Coastal Memorials Task Force to evaluate policies governing memorial creation on Hawaii's coastlines.

Task Force shall consist of 11 members including the BLNR chairperson, Director of Transportation, one House member, one Senate member, one representative from each county, and three community members appointed by legislative and executive leadership.

Task Force must review and evaluate coastal memorials regarding beach user safety, develop regulatory standards, and consider the size, placement, and duration of memorials.

Task Force members must be appointed within 30 days after the end of the 2013 regular session and convene their first meeting within 30 days of the last appointment.

Task Force shall submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2014 regular session convenes, with a draft due to the Legislative Reference Bureau by November 1, 2013.
