Urges the Department of Transportation to open eastbound shoulder lanes from the Makakilo Drive on-ramp to the Kunia off-ramp on the H-1 Freeway during morning rush hours to reduce traffic congestion on the Leeward Coast.

Notes that commutes from the Leeward Coast (including Waianae Coast, Kapolei, Makakilo, and Ewa Plains) to downtown and Waikiki currently exceed 90 minutes during rush hour.

Cites projections that the Leeward Coast's housing units will increase 301 percent and population will increase 291 percent between 2007 and 2035, while commute times are expected to reach approximately two hours by 2035.

Identifies shoulder lane usage as an immediate and inexpensive congestion relief solution that has already been implemented in east and central Oahu corridors.

Directs that certified copies be transmitted to the Governor, Director of Transportation, and Executive Director of the Oahu Metropolitan Planning Organization.
