Establishes a Twenty-four Hour Marketplace Task Force within the Department of Business, Economic Development, and Tourism to identify viable locations and implementation strategies for 24-hour marketplaces throughout Hawaii.

Task force membership includes the Chair of the Chamber of Commerce of Hawaii, State Director of the Hawaii Small Business Development Center, one legislative Small Business Caucus member from each chamber, representatives from Enterprise Honolulu and three island economic development boards, and the Chair of the Board of Land and Natural Resources.

Director of Business, Economic Development, and Tourism chairs the task force; members serve without compensation with expenses paid by their respective agencies or organizations.

Task force must submit a report to the Legislature at least 20 days before the 2014 Regular Session recommending viable locations for 24-hour marketplaces and strategies to encourage visitor and resident spending.

Task force dissolves on June 30, 2014; members are exempt from Hawaii Revised Statutes Chapter 84 conflict of interest requirements solely due to task force participation.
