Requests that the Director of Transportation increase the minimum vehicle occupancy requirement for the zipper lane from two passengers to three passengers.

States that the current two-passenger requirement does not sufficiently encourage meaningful carpooling and the zipper lane remains prone to gridlock traffic.

Authorizes the Director to further increase the minimum occupancy requirement beyond three passengers if the zipper lane remains inefficient after the initial increase.

Requires a certified copy of the resolution to be transmitted to the Director of Transportation.
