Requests establishment of a work group to examine social determinants of health and risk adjustment for Medicaid, gap-group, and uninsured individuals in Hawaii.

Work group membership includes the Insurance Commissioner, Department of Human Services representative, health insurance plans, healthcare associations, Department of Health, three healthcare providers, three community health center representatives, three consumer representatives (one from each population group), Hawaii Health Connector representative, Healthcare Transformation Office representative, and legislative committee chairs.

Work group must examine enabling services, care coordination efforts, health plan incentive structures, behavioral health and substance abuse services, risk pool management, value-added services in health care homes, and risk adjustment systems for medical complexity and social determinants.

Work group must submit preliminary findings and recommendations to the Legislature no later than 20 days before the 2014 Regular Session convenes and a final report no later than 20 days before the 2015 Regular Session convenes.

Work group ceases to exist on June 30, 2015, and must operate under Hawaii Revised Statutes chapter 92 with facilitator support from the Office of the Healthcare Transformation Coordinator.
