States the federal government will fund 100% of Medicaid expansion costs for this population, with minimal impact from Compact of Free Association populations.

Identifies that gap group members have complex health care needs better suited to Medicaid benefit packages than commercial insurance and often seek care at community health centers.

Directs transmission of certified resolution copies to the Governor, Director of Health, Director of Human Services, Insurance Commissioner, and other relevant state officials.
