Encourages the President of the United States to negotiate and establish a free trade agreement with Taiwan as soon as possible.

Recognizes Taiwan as a robust democracy, significant U.S. trading partner, and important strategic ally that has consistently ranked among the top twelve U.S. trading partners for over two decades.

Notes that a U.S.-Taiwan free trade agreement would boost Taiwan's security and democracy, stimulate joint technological development, and increase U.S. exports in sectors including automobiles, agricultural products, and research medicines.

Highlights Taiwan's status as the world's largest producer of information technology hardware and its admission to the World Trade Organization in 2002, entitling it to negotiate free trade agreements with other countries.

Directs transmission of resolution copies to the President, relevant congressional committees, U.S. trade and commerce officials, and Taiwan's government representatives.
