Requests the Board of Education, in consultation with the State Librarian, to explore the feasibility of activating a statewide library advisory commission for the Hawaii State Public Library System.

Directs the Board of Education to report findings and recommendations, including any proposed legislation and funding needs, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014.

Notes that section 26-12, Hawaii Revised Statutes, authorizes the Board of Education to establish library advisory commissions in each county to provide advisory capacity on public library services.

Identifies the Hawaii State Public Library System as having fifty library branches and potential to expand community programming and facility use through stakeholder input on strategic goals and priorities.

Requires certified copies of the resolution to be transmitted to the Chair of the Board of Education and the State Librarian of the Hawaii State Public Library System.
