Requests the Department of Hawaiian Home Lands to submit a written report on the Ka Makana Alii shopping mall project, including project status, projected revenue and timeline, anticipated new partners, and terms of agreements with DeBartolo Development, LLC.

Requires the report to address Act 187 (Session Laws of Hawaii 2010), including its current status and effect, applicability to Ka Makana Alii, and whether it should be extended or made permanent.

Act 187 authorized the Department to grant one-time extensions of up to twenty years on commercial or multipurpose project leases until June 30, 2015, with all lease revenues deposited into the Hawaiian home administration account.

Directs the Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than six months after the 2013 Regular Session adjourns.

Background: The State makes annual $30,000,000 settlement payments to the Hawaiian Home Lands Trust Fund under Act 14 (Special Session Laws of Hawaii 1995), with these obligations set to cease in 2015.
