Requests the Hawaii State Foundation on Culture and the Arts to establish and direct a two-year pilot program for creating urban art on state-owned property.

Directs the Foundation to consult with the Department of Accounting and General Services, Department of Transportation, Department of Land and Natural Resources, and other stakeholders to establish program procedures covering participant selection, site selection, art requirements, copyright rights, and property access limitations.

Requires consultation with the State Historic Preservation Division and Historic Hawaii Foundation to ensure urban art does not adversely affect historic properties.

Mandates the Foundation submit a report to the Legislature no later than 20 days before the 2016 Regular Session with findings, recommendations, and proposed legislation regarding permanent continuation of the program and methods to reduce illicit graffiti.
