Urges the Department of Human Services to apply performance criteria when awarding contracts to organizations providing services to homeless individuals.

Requests that DHS consider the service provider's ability to achieve maximum results with the least amount of funds as the main selection criterion.

Directs DHS to give smaller organizations and all homeless service providers equal consideration in contract awards regardless of organization size.

Notes that despite millions in legislative appropriations, the homeless population has not decreased and current contractors spend large percentages on executive salaries and administrative costs.

Requires certified copies of the resolution be transmitted to the Governor, Director of Human Services, and the Mayor of each county.
